The updater will download the [[Playstation_Update_Package_(PUP) | PSP2UPDAT.PUP]] on your Vita system and unpack it. once unpacked it will launch the updater.self (probably the [[Playstation_Update_Package_(PUP)#Filename_IDs | 0x200]] or the [[Playstation_Update_Package_(PUP)#Filename_IDs | 0x204]] ID) inside the pup.
